Richmond City Commission Bans Entertainment Dancing in Downtown Historic District

Yesterday the Richmond City Commission board approved an ordinance banning dance establishments, both public and private, in which an entertainment dancer would perform. The first reading of the ordinance was during a special called meeting on Tuesday with final approval at another meeting at 4:30 yesterday afternoon. That ordinance defines an entertainment dancer as someone who dances, removes articles of clothing or poses in a nude or semi-nude condition to entertain customers. It goes on to say that such businesses would be inconsistent with the zone’s purpose to preserve the historical and aesthetic integrity of the area. The historic downtown H-1 zone runs up Main Street from Madison Avenue to Aspen Avenue.
