Officials in Powell County say the woman accused of abusing a disabled adult has been arrested. Ruby Richardson turned herself in last night. The Powell County Sheriff’s Office has been looking for Richardson for weeks. Richardson is charged with abuse, neglect and exploitation of an adult and wanton endangerment.
