Man Cited with Drug Offense after Child Welfare Check

Around 1 on Saturday afternoon, officers were called to N. Second Street to conduct a child welfare check. The resident told police no one else was in the home. Police then heard a noise in the rear bedroom. Upon investigation, they found 33-year-old Carl Ruppe hiding in a closet. They also found a bag of marijuana and 4 Lortab pills were he was found. He was cited for possession. Police say no issues were discovered concerning the child’s welfare.
